The Cebu Provincial Government is set to host a full-day Strategy Masterclass for Public Servants 1.0: Strategy 101 on May 7, 2026, Thursday, at the Cebu Provincial Capitol.

The activity will run from 9:00 a.m. to 4:00 p.m. and is designed to strengthen the strategic thinking, planning, and leadership capacity of public servants in the province. People’s Governor Pamela “Pam” Baricuatro emphasized that public service must be anchored not only on compassion, but also on clear direction and effective execution. “Public service must be guided by compassion, but it must also be strengthened by strategy. When we plan better, coordinate better, and serve better, the people of Cebu benefit the most,” Gov. Pam said. Serving as guest speaker is Dr. Brian To, a respected Global Strategist with an extensive international background in strategy, leadership, and organizational transformation.  He has completed advanced programs from leading universities, including Ivy League institutions, with academic and executive learning exposure across more than 10 universities such as Harvard, Stanford, and Wharton. Dr. To has also taught advanced leadership and strategy programs at Harvard University, Stanford University, and the Wharton School of Business.  He has likewise shared his expertise with institutions and leadership audiences across India, China, Singapore, Kuala Lumpur, and the United States. Beyond the academe, he has advised and worked with numerous Fortune 500 companies, contributed to four IPOs, and brought strategic leadership experience across seven countries. He also holds several international honors and distinctions, including MCE, OBE, and OL. Known for translating complex strategy into practical leadership action for global businesses, governments and military, Dr. To is expected to guide Cebu’s public servants in understanding how strategic thinking can improve governance, coordination, and frontline service delivery. The masterclass comes at a time when government offices are increasingly challenged to deliver faster, smarter, and more responsive services to the public. Through this initiative, participants are expected to gain practical insights on how strategy can be applied not only in planning, but also in daily decision-making, inter-office coordination, and program implementation. For public servants, strategy is no longer just a management concept. It has become a necessary tool for improving programs, maximizing resources, and creating clearer pathways toward meaningful results for the people.
