The Bureau of Jail Management and Penology (BJMP) enters a new chapter under the leadership of Jail Director General Efren A. Appointed by President Ferdinand "Bongbong" Marcos Jr. on July 1, 2026, Nemeño officially assumed office as the Chief of the Bureau of Jail Management and Penology following his oath-taking on July 9, 2026 at the Quezon City Reception House. He succeeds the retiring Chief Supt. Ruel Rivera. One of the defining chapters of his career came during his tenure as Regional Director of the BJMP Regional Office National Capital Region (BJMPRO-NCR). Under his leadership, the region earned recognition as one of the Top Five Best Regional Offices nationwide, while Nemeño himself was named Best Regional Director for the first quarter of 2023 by the BJMP National Headquarters. His leadership in the National Capital Region was distinguished by decisive operational accomplishments, particularly in intensifying measures against the smuggling of illegal drugs and other contraband inside jail facilities.
